In my RPS submission PI 5199 Identifier 20454 (almost but not quite complete), 
for my target which is observation 1 (of 2), the exposure numbers start
at 7 (and run through 13) rather than starting at 1 (and running through 7).

Is this a problem?

Dear Bill,

This is not a problem. It is most likely because you deleted some exposures and
the system is not able to re-start from 1.

You do not have to worry.
