Dear Norbert,

it is difficult now without a working system in front of me
to verify the exact problems. As far as I remember I may have been
able to copy an existing observation (to add e.g. another target). 
Since however this new target was already contained in the RPS system 
(without the new details) one would need to delete the first entry of 
this target. This was however not possible as far as I remember.

Dear Frank,

 as far as we know, the RPS had been designed to support the deletion of an
observation, and this functionalities has been used during the AO4 submission
process. However, we will include a specific check in the validation phase of
the RPS system for the next Announcement of Opportunity.
