Dear Elifnur, 

I am afraid that SAS does not support the elliptical panda shape, the list of
supported regions can be consulted here: 
http://xmm.esac.esa.int/sas/current/doc/selectlib/node15.html

and the most similar to epanda is elliptannulus.
