chandra 
observation to what that would convert to in an xmm observation?

Dear Gavin, 

unfortunately, we are not aware of such a simple formula. From the XMM-Newton
side, you may find a graphical description of the relation between position
angle and pn chips orientation in

RGS orientation is such that the positition angle coincides with the angle
between North direction and dispersion direction, counted from North to East.
