if you want to fit simultaneously more than one spectra of different
instruments/missions at the 
same time, you might indeed use a multiplicative constant in the fitting model
to quantify the 
difference in normalization as a first approximation of the systematic
differences between the 
spectra.

May I ask whether XMM or SAS has provided some standard procedures or 
tasks to correct the discrepancy caused by cross-calibration issues?

In some article I read, e.g.  doi: 10.3847/1538-4357/aaa6d3 Allen et 
al., 2018, ApJ, 584, 58A (XMM/Chandra) and doi: 10.1093/mnras/stv2130 
Wilkins et al, 2015, MNRAS, 454, 4440W (Swift/NuSTAR), they added a 
varying cross-normalization constant before the models to account for 
the fitted flux difference, just similar to the constant used for 
calibration research in the papers you've recommended. Would the 
calibration team approve of this practice in actual spectral analysis on 
celestial objects?
